Connect Fatoora Phase 2 invoice states to financial control

Your solution provider handles ZATCA clearance and reporting; InvoiceDX does not. A cleared invoice is not a posted one; InvoiceDX gives each document's next step an owner and evidence.

Legal mandate

Dated sources and legal status are shown per obligation block below. Mandate status is the authority's; readiness is ours.

Authorised-provider role

Your e-invoicing solution provider — or one we recommend — keeps the integration with ZATCA's Fatoora platform: clearance of standard invoices and reporting of simplified ones. A rejected invoice is not corrected until someone owns it. Finance needs to know, for every document, whether clearance or reporting happened and what the ERP, supplier, buyer and VAT records should do next. InvoiceDX gives that ownership and evidence — in a test environment today.

Does not transmit: InvoiceDX is not a ZATCA-listed solution provider and does not clear or report invoices to ZATCA.

Who uses the Saudi workflow

Each role sees the same exception, its owner and its evidence — never a direct line to a tax authority.

E-invoicing exchange / clearance

Fatoora Phase 2 clearance (standard invoices)

In law

Phase 2 (the Integration Phase) of Saudi e-invoicing requires taxpayers to integrate their e-invoicing solutions with ZATCA's Fatoora platform in notified waves. Wave 25 covers VAT-registered persons with revenue above SAR 187,500 and applies starting from 1 February 2027 (Governor's Decision 1448-99-238, published in the Umm Al-Qura Gazette on 24 July 2026). ZATCA's English notice states that targeted taxpayers are to integrate no later than 1 February 2027; the Gazette text reads 'starting from'. Confirm your cohort against ZATCA's notification to you.

Clearance states returned by your solution provider are connected to exception ownership, delegated correction and ERP status in a test environment.

  • Clearance with ZATCA is performed by your solution provider; InvoiceDX acts on the states it returns.
  • Conformance with ZATCA's technical specifications sits with your solution provider; InvoiceDX works downstream of it.
Transaction reporting

Fatoora Phase 2 reporting (simplified invoices)

In law

Under the Fatoora Phase 2 rules, simplified (B2C) tax invoices are generally reported to ZATCA within 24 hours of issue, rather than cleared before issue. Confirm cohort-specific requirements with your solution provider.

Reporting states returned by your solution provider are connected to exception ownership and ERP status in a test environment.

  • Reporting to ZATCA stays with your solution provider.
  • The 24-hour window is the authority's; your provider's reporting record is the evidence of meeting it, and InvoiceDX makes sure every rejected or unreported document has an owner.
Periodic return support

VAT return

In law

The periodic VAT return is filed with ZATCA for each tax period under the Saudi VAT law; it remains a separate obligation from invoice clearance and reporting.

  3. 3

Delegation of authority approves the data correction

  4. 4

The solution provider resubmits; the new clearance state is recorded against the document

  5. 5
